Regulatory Officer

We're looking for two Regulatory Officers who brings sound judgment, strong people skills, and a practical, fair-minded approach to regulation.
Both roles are full time, permanent and is based in Rolleston.
About the role
As a Regulatory Officer, you'll be at the frontline of Council's regulatory work, monitoring, investigating, and enforcing across a broad range of legislation, bylaws, and policies.
You'll balance enforcement with education and prevention, working constructively with customers, communities, and internal teams to achieve positive, defensible outcomes.
You will be responsible for:
- Delivering Council's regulatory functions through monitoring, investigation, and enforcement
- Applying legislation, bylaws, and policies in a fair, transparent, and consistent way
- Promoting voluntary compliance through clear guidance and constructive engagement
- Managing conflict professionally and work towards practical, solution-focused outcomes
- Identify and manage risks, escalating issues where required
- Contribute to continuous improvement of regulatory processes and frameworks
- Support the review and application of local bylaws and policies
- Work collaboratively across Council and with external agencies and stakeholders
About you
This is a varied role that suits someone who enjoys problem-solving, managing complex situations, and applying legislation consistently and fairly.
- At least 4 years' experience in a regulatory role
- Full New Zealand driver licence
- Strong ability to interpret and apply legislation accurately and consistently
- Excellent communication skills, with confidence engaging with customers and stakeholders
- Sound judgment, problem-solving ability, and risk awareness
- Strong organisational skills and the ability to manage competing priorities
- Experience preparing clear reports, enforcement documentation, and written advice
- Confidence using technology and case management systems
- A collaborative, professional approach aligned with public sector values
- Relevant tertiary qualification (e.g. compliance, law, resource management, building, science or similar), or equivalent experience - desirable
- NZ Certificate in Regulatory Practice (Level 3 or 4) - desirable
